Dune Buggy Body Kits

Then I saw this lifted truck on the highway. He averaged Research Truck Show. I think it's a Dodge Ram 2500 with 6inch lift. She had this weird body kit side which resembles a dune buggy. It looked kind t hat plastic wheel hanging over to give him that look buggy. Anyone know what it is or what I mean?
