More than likely, there is a recommendation that the status of your wheelchair must be vertical.

There is probably a statement somewhere that says that drivers must use "Their discretion" in fixing and transporting wheelchairs.

In addition, each student in a wheelchair can be frail and unable to sit. In such cases, there may be a violation, there will probably be no consequences for leaving the chair in the supine position.

The wheelchair is not supposed to be lying. There should be a lap and shoulder belt, and if the student is lying down, seat belts can not be used properly. The lap and shoulder belt are attachments that are attached to the ground.
